ATIXA Offers Title VI Model Policy to Meet Rising Compliance Demands

Comprehensive Template Empowers Professionals to Address Discrimination Complaints Proficiently
KING OF PRUSSIA, Pa., June 25, 2025 /PRNewswire/ — The Association of Title IX Administrators (ATIXA), the premier association for Title IX and civil rights compliance professionals, is pleased to roll out ATIXA + VI, its field-leading new compendium for Title VI compliance for colleges and schools, which includes the ATIXA Title VI Model Policy and Procedure, created in partnership with the National Jewish Advocacy Center (NJAC).
ATIXA’s model policies and procedures have always covered Title VI compliance (race, color, and national origin discrimination). However, based on a renewed emphasis on Title VI compliance at the end of the Biden Administration that has continued in the Trump Administration, ATIXA decided to rethink its approach to reflect this emphasis and provide Title VI compliance professionals with more robust tools to address these forms of discrimination.
To that end, the ATIXA Title VI Model Policy and Procedure is being offered as a stand-alone template and is also being incorporated into ATIXA’s popular One Policy Two Procedures (1P2P) Model, which addresses all forms of discrimination in education settings.
The ATIXA Title VI Model Policy and Procedure offers an expanded definition section, incorporating important definitions of race, color, national origin, shared ancestry, ethnic characteristics, colorism, caste, Antisemitism, Islamophobia, and other key concepts commonly raised in discrimination complaints in educational institutions.
“The ATIXA Title VI Model Policy and Procedure makes important distinctions between speech and conduct,” explained Brett A. Sokolow, J.D., Chair of the TNG Board of Directors and ATIXA Advisory Board, as well as one of the model’s authors. “It offers clarity around the difference between speech that targets groups and speech that creates a harassing or discriminatory impact prohibited under Title VI.”
ATIXA is pleased to have partnered with NJAC to ensure that this model appropriately reflects the prioritization of Title VI, particularly Antisemitism, under the current administration, while also ensuring that the model addresses all forms of discrimination under Title VI, without engaging in exceptionalism related to Antisemitism. Title VI is broadly protective of all races and national origins, though ATIXA has placed an important emphasis on Antisemitism in the model to counter perceptions that schools and colleges treat Antisemitism differently than other forms of discrimination, which would be an unacceptable and unlawful practice.
“ATIXA’s primary mission is to serve the field and our members in a way that ensures compliance, reflects requirements and expectations of the federal government, aligns with federal court decisions, and incorporates best practices and risk management principles,” added lead author Daniel C. Swinton, J.D., Ed.D., Chief Consulting Officer and Partner, TNG. “As with all our model policies and procedures, the ATIXA Title VI Model Policy and Procedure incorporates the expectations of the Departments of Education and Justice and helps enable our members to maintain a safe and welcoming environment.”
